If you're having trouble getting your tool between the frame and casement, try using a flathead screwdriver to create a small gap. Once you've created enough space, you can switch back to your putty knife or pry bar.
At this point, your casement window should be ready to open. Grasp the window handle and gently try to open it. If it doesn't budge, don't force it. Instead, repeat the previous steps to ensure that all the paint has been properly loosened. Once the window opens, you may need to clean any remaining paint or debris from the frame and casement to ensure smooth operation.

This newly built private house is in Sydney, Australia. The area occupied by the fenestration system in our scheduled design drawings was up to more than 110 square meters.
